Lulabelle R. Waxman
Founder & Executive DirectorShe has made herself an expert in child welfare and public safety issues. Her initial employment experience as a lead special education teacher meant working in specialized environments with children who require personalized instruction, which has given her an understanding of how schools can either safeguard the welfare of their vulnerable students or let them down.
Her background pointed her towards obtaining more knowledge about security and threat prevention. She has her Associate of Arts degree in Counterterrorism and is pursuing her Bachelor of Science degree in Intelligence Studies with Criminal Intelligence concentration at American Military University. Her coursework revolves around using intelligence-led methods of preventing school violence. She plans to obtain a double Master of Science degree in Homeland Security and Emergency Management.
In 2025, after a series of shooting incidents took place in different schools in the nation, Lulabelle decided to take matters into her own hands. She initiated The Pink Cabinet Initiative to fill a niche that she noticed in schools, as they were reactive instead of proactive in handling situations. The seven-pillar approach of PCI—prevention, detection, intervention, recovery, community engagement, online protection, and legal aid—comes from her experience as an educator, academic studies in intelligence and security, and determination not to accept the inevitability of tragic events.
She oversees the framework development of PCI, engagement with the federal and state governments, law enforcement, and organizational planning with a simple philosophy that all schools deserve a safety infrastructure equivalent to their curricula.
Director of Outreach & PartnershipsJesse Weiner
Jesse is responsible for PCI’s public relations efforts and ensures that all of the dialogue, relationships, and collaboration that occur through a solid foundation are successfully put into practice in the real world. As PCI’s point of contact, Jesse ensures that all engagements with school districts, community organizations, and potential partners align with the organization’s mission.
In this position, Jesse handles all aspects of building relationships with others, including reaching out, developing partnerships, and conducting meetings and communication. This ensures that the PCI consistently communicates professionally and is responsive, so that schools and communities have faith in the organization before its pilot begins.
