About PCI.
We are a New Jersey nonprofit built on one belief — that school safety is not something you respond to. It's something you build, long before anything goes wrong.
The Pink Cabinet Initiative didn't begin with a grant or a strategic plan. It began with grief and with the refusal to let that grief be the end of the story.
In 2025, as school shootings continued to devastate communities across the country, PCI Founder and Executive Director Lulabelle R. Waxman made a decision: she was done waiting for someone else to fix this. Drawing on her background in special education, her experience working with students at the margins, and her deep belief in community rooted solutions, she began building a framework for what proactive school safety could actually look like.
"I kept asking the same question — why are we always responding? Why aren't we building the conditions where this is less likely to happen in the first place? That question became PCI."
In December 2025, Lulabelle sent a formal letter to the U.S. Department of Education outlining PCI's vision. Congressman Jeff Van Drew responded and escalated the letter to the President's Chief of Staff. In June 2026, PCI was formally incorporated as a New Jersey nonprofit. The framework that started as a question is now a seven pillar system actively being developed for pilot schools in Atlantic County.

The forever kids are the ones we failed to reach in time. The ones lost to school violence. The ones who took their own lives because bullying became unbearable and no one stepped in. They are not statistics. They are children who deserved better and they are the reason this work cannot wait.

A comprehensive, evidence informed school safety model submitted to the NJ Department of Education covering prevention through recovery.
Active coordination with Atlantic County schools currently in the planning phase for a 2027 to 2028 pilot launch.
Active partnership with Linwood Police Department including SRO and detective level coordination, building the joint protocols that make real response possible.
Formal outreach to the U.S. Department of Education, NJDOE, Congressman Van Drew, and Senator Andy Kim with documented escalation to the President's Chief of Staff.
Three volumes of field research, stakeholder interviews, and policy analysis including original interviews with Linwood PD detectives and NJDOE data review.
PCI was officially incorporated as a New Jersey nonprofit on June 1, 2026 making every partnership, every pilot, and every policy push official.
Our Team
Founder and Executive Director
Lulabelle R. Waxman
Lulabelle brings a background in special education, licensed special effects makeup artistry, and a fierce commitment to the students who fall through the cracks. She founded PCI in response to the school safety crisis and has built it from a letter to a formally incorporated nonprofit in under a year. She holds an Associate's degree in Counter Terrorism and is currently completing a B.S. in Intelligence Studies at American Military University, with a dual M.S. in Homeland Security and Emergency Management to follow.
Director of Outreach and Partnerships
Jesse S. Weiner
Jesse leads PCI's external relationships from school district outreach to law enforcement coordination to community partnership development. He is the primary point of contact for organizations and individuals looking to connect with PCI's work.
Board of Trustees
Adam M. Waxman
Adam serves on PCI's Board of Trustees, providing governance oversight and strategic guidance as the organization grows from a pilot program into a statewide framework.

Community Research BeginsPCI conducts foundational stakeholder conversations with local law enforcement and community members, converting informal dialogue into structured research that anchors the framework.

Official IncorporationThe Pink Cabinet Initiative is formally incorporated as a New Jersey nonprofit, making every partnership and pilot program official.
June 2026
NJDOE SubmissionPCI's seven pillar framework is formally submitted to the NJ Department of Education's Office of School Preparedness. Follow up correspondence sent to Congressman Van Drew and Atlantic County leadership.
June 2026
Field ResearchPCI conducts formal research interviews with Linwood Police Department detectives, producing structured analysis for Volume III of the PCI Research and Evidence Library.
2027 to 2028 (In Planning)
Pilot Program in Planning PhasePCI is actively working with Atlantic County schools to develop and finalize pilot partnerships. School names will be announced once agreements are formally confirmed.
