THE PEOPLE BEHIND THE WORK
Meet the
Team.
PCI is built by people who believe that care needs structure, partnership needs follow-through, and safer schools are something communities create together.
a tiny team with very big plans ♡
FOUNDER & EXECUTIVE DIRECTOR
Lulabelle R. Waxman
Lulabelle leads PCI’s framework development, research, organizational strategy, government engagement, and founding pilot preparation.
She built PCI from experiences she first lived as a South Jersey student and later saw again during five years working in schools—two years in general education and three in special education. Her family repeatedly sought help when she was bullied, and one homebound teacher later helped her find a path back to graduation when she could not see it for herself.
Her work also draws from family and student advocacy and two degrees earned through American Military University: an Associate of Science in Counterterrorism, completed in December 2025, and a Bachelor of Science in Intelligence Studies with a concentration in Criminal Intelligence, completed in October 2026.
DIRECTOR OF OUTREACH & PARTNERSHIPS
Jesse Weiner
Jesse leads the relationship side of PCI’s work. He helps make sure that a promising introduction becomes a thoughtful conversation and that a thoughtful conversation has a clear next step.
He supports communication with schools, public safety professionals, community organizations, policymakers, and potential partners while helping PCI remain responsive, organized, and genuinely present.

Experience He Brings to PCI
WHY LULABELLE BUILT PCI
Her Story Became
the Work.
Lulabelle grew up with dyslexia and a learning delay and was placed in a contained special-education classroom when her school did not know how else to support her. Bullying followed at school and online. Her family reported it, the doors stayed closed, and they eventually pursued legal help because every other route had failed.
That same classroom also held teachers who saw her abilities and let her work alongside them with other students. Years later, she returned to schools on purpose. She saw remarkable educators doing everything they could inside disconnected systems, and families facing the same confusion and dismissal her own family had known.
PCI grew from both truths: one invested adult can change a life, and no child’s care or protection should depend on finding that adult by luck.
“I did not build this framework despite what happened to me. I built it because of it.”Read the complete Founder’s Story →
Lived Experience
She learned what it feels like when disability, bullying, family reports, and adult responsibility do not connect.
Five Years in Schools
Two years in general education and three in special education showed her both the power of care and the cost of system gaps.
Families and Young People
She helped families understand IEP processes and showed up for students who wanted to speak with someone who understood.
The Pink Cabinet Initiative
She brought lived experience, education, research, and cross-disciplinary feedback into one connected school-safety framework.
MORE THAN “SENDING EMAILS”
Jesse Helps Turn
Momentum Into Relationships.
Outreach is not complete when a message is sent. It is complete when someone feels heard, understands the mission, knows what happens next, and has a real person they can return to.
Relationship Stewardship
Following up thoughtfully and helping new connections develop into lasting working relationships.
School Outreach
Supporting conversations with school leaders and helping districts understand where PCI may fit their needs.
Partnership Coordination
Keeping communication moving between PCI and the organizations interested in contributing expertise or support.
Meeting Continuity
Tracking questions, commitments, introductions, and next steps so opportunities do not disappear after a call.
Human Communication
Helping PCI communicate with warmth, clarity, and respect instead of treating relationships like transactions.
Pilot Partnership Support
Helping future school partners stay connected as conversations move from interest toward practical planning.
HOW WE WORK TOGETHER
Different Strengths.
One Direction.
Lulabelle leads the mission, framework, research, and organizational direction. Jesse helps carry that mission into relationships, communication, and partnership follow-through.
One asks what the system needs to become. The other helps make sure the right people stay connected long enough to build it.
“Trust is not a step in the partnership process. Trust is the process.”
THE NEXT LAYER
The Person Behind the Partnership.
This version explains the responsibility Jesse already carries. The next layer should come directly from him: why he believes in PCI, what partnership means to him, and what he wants school and community leaders to know.
His own words belong here because the people behind PCI should sound like themselves.
No corporate robot voices allowed over here. We mean it. ♡
